Introduction to UST

With the end of 1996 UST has completed a decade of its involvement in development activities undertaken for the disadvantaged section of the rural community in general and the disadvantaged women in particular. UST had started its operation with the goal of empowerment of the rural disadvantaged women. A decade is a considerable period for an organisation. Now it is the time to critically analyse its approach, strategy, achievements, failures and also to measure the changes, both positive and negative, that have taken place as a result of UST intervention. The rural society, with all of its good and bad sides, was of course different before ten years. UST had viewed a gloomy picture of the rural society, where there was widespread poverty. Majority of the rural population had no access to land or other resources. Rural disadvantaged class, particularly the women, were oppressed and exploited. Inequalities between men and women and between rich and poor were wide. There was no status of women in the society or at home. They had no participation in decision making process. There was very limited or no scope of education for the children of the disadvantaged class. People were not aware about children's education either. Women had hardly any scope of earning cash money utilizing their potentials and skills.

Rural health situation was very poor and the source of pure water was very limited. Sanitation system was very poor and the uses of safe latrine was almost absent. Rural people were not at all aware about the status of health and nutrition, population problem and other health aspects. Same was the situation for environment. Rural people hardly had any awareness about environment. Above all, the rural disadvantaged people, especially the women were not organised. This was more or less the common picture of Bangladeshi villages, as it was viewed by UST. UST found that women constituted the severely disadvantaged group in the rural society. They had no participation in development activities, although they comprised half of the rural population and they had enough potentials. UST realized that without women's participation, all development efforts would go in vain, because UST strongly believes that a woman in a family is the key person. With that realization UST decided to work directly with the rural disadvantaged women in order to ensure sustainable development of the rural Bangladesh and to help establish their rights and status towards their empowerment. UST believed that working directly with the women could greatly contribute to the total development of the rural society. UST perceived that the women needed to be organised and an integrated development programme, which had to be planned, implemented and evaluated with their active participation, could help changing the situation.

The reasons behind working directly and separately with the rural disadvantaged women, as considered by UST, were as follows:

🔳 Women need to develop their self confidence and identity and this requires time and space away from men. Separateness would provide women an opportunity for expression, articulation and relating to each other as women.

🔳 Women's 'values, attitudes and activities are different from those of men and therefore organizing them separately can highlight these values as alternative bases in organisations.

🔳 The rural women of Bangladesh have little scope of working outside their houses. Moreover, culturally, they are not used to work outside their households. However, due to the increasing pressure of poverty, participation of women in productive endeavours to earn support for the family has become a necessity.

It was also believed that although initially UST would work with the disadvantaged people, particularly the disadvantaged women, but ultimately they themselves (women) would take over all responsibilities of their own development. UST then had set its objectives towards attaining its goal, operational strategy, target and its work area and finally it started field operation in January, 1987.

This report would take an effort to see what UST has done in association with the people, it works with, in 1996 and also during the ten years period, that UST has come across.

Water, sanitation and hygiene (WASH) is one of UST’s key Programs. Its implementation began early in 1986. Initially, WaSH a component of integrated programs. UST considered water and sanitation as people’s basic needs. But they were deprived of safe water and sanitation.
